You're allowed to take that joker.
Every joker sitting in someone else's exposure is fair game. The moment you hold the tile it's standing in for, you can take the joker on your turn. Most new players don't know that. Now you do.
There are five rules that govern exactly how the exchange works. Get them right and you'll never miss an opportunity at the table again. Get them wrong and you'll either pass on a move you were entitled to, or break a rule without realizing it.
