It comes down to why each player called: Mahjong takes priority over an exposure. If both players are calling for the same reason, the next player in turn order gets the tile.
If one player calls the discarded tile for an exposure and another calls it to declare Mahjong, the player declaring Mahjong gets the tile. Who called first does not matter.
If both players call for an exposure, or both call to declare Mahjong, the player sitting closest to the discarder in counterclockwise turn order gets the tile.
There is one exception. If a player has already placed the discarded tile on top of their rack or exposed the matching tiles from their hand, that player gets to claim the tile, even if they were not next in turn order.
